Wike Presents FCTA’s N1.78 Trillion 2025 Budget, Prioritizes Infrastructure Completion

Minister of the Federal Capital Territory (FCT), Nyesom Wike, has presented the FCTA’s proposed 2025 statutory budget of N1.78 trillion to the National Assembly, emphasizing the administration’s focus on completing key infrastructure projects across the territory.

Speaking before the Senate and House of Representatives Committees on the FCT, Wike explained that the budget proposal earmarks over 72 percent approximately N1.29 trillion for capital projects, while N494.13 billion is allocated for recurrent expenditure.

According to the minister, the capital expenditure framework includes several strategic initiatives: N80 billion for SUKUK loan-funded projects, N25 billion for the Abuja Light Rail project, N15 billion for the Abuja Greater Water Supply Scheme, and N250 billion in commercial loans to support the completion of capital works in the city and satellite areas.

The bulk of the remaining capital funds N919 billion will be directed toward finishing ongoing projects and collaborative initiatives designed to enhance socio-economic activities in the FCT.

Wike noted that capital allocations would be distributed across agencies and departments: the Federal Capital Development Authority (FCDA) is slated to receive N801.5 billion, the Satellite Towns Development Department (STDD) will get N137 billion, while other SDAs will share N351.2 billion for various capital interventions.

The 2025 plan, he stressed, is infrastructure-driven, targeting the completion of significant projects such as Roads B6 and B12, the full development of Arterial Roads N1 and N20, and the Inner Southern Expressway (ISEX) extension. Engineering infrastructure will also be provided in key districts like Guzape, Wuye, and Maitama II.

Other key projects include, Development of FCT Highway 105 (Kuje Road), Northern Parkway between Ring Roads II and III, Rehabilitation of Old Keffi Road, Bus terminal access roads, Ushafa War College/Army Check Point Road upgrade,Dualization of the Kuje-Gwagwalada Road, Construction of Pai-Gomani Road.

On the recurrent side, N150.35 billion is designated for personnel expenses, while N343.77 billion will cover overheads.

In terms of sectoral priorities, the infrastructure sector leads with N383.5 billion, followed by the education sector (N181 billion), transport (N79.3 billion), and health (N54 billion). Other sectors such as the environment (N22.9 billion), water supply (N37.4 billion), social development (N23.7 billion), agriculture (N8.3 billion), and legal services (N7.7 billion) also received dedicated allocations.

The Area Councils Services Secretariat and land administration received N3.1 billion and N1.5 billion respectively.

Wike also shared details of the FCT’s revenue framework for 2025, outlining a projected N1.39 trillion in distributable revenue and N391.25 billion in non-distributable income, sourced primarily from federal allocations, Internally Generated Revenue (IGR), and other streams.

He reassured lawmakers of the FCT Administration’s commitment to delivering on its promises, especially the completion of legacy projects initiated by previous administrations. He commended the legislature for their prompt action on the budget proposal, noting the speed with which the document had passed through initial readings.

Wike further announced a 19-day inauguration program starting June 10, 2025, to celebrate President Bola Tinubu’s second year in office. The events will feature the commissioning of completed infrastructure across the city center and satellite communities. Lawmakers were invited to attend these milestones, which the minister described as symbols of government performance and public trust.
